The Industrial District Court of the city of Stavropol has arrested the Deputy Prime Minister of the Stavropol Territory Alexander Zolotarev, who is accused of accepting bribes on an especially large scale. This is stated in the message of RBC by the press service of the regional investigative committee.
According to the investigation, in December 2017, Zolotarev, together with acting First Deputy Minister of Construction and Architecture of the Stavropol Territory Alexei Kogarlytsky received a bribe in the amount of 2.5 million rubles. for patronage during the construction of a new building for a children’s clinical hospital in Stavropol.
In 2018, Zolotarev, together with Kogarlytsky, received a bribe in the amount of over 15.5 million rubles. for the construction of a treatment and diagnostic building of a clinical cardiological dispensary and in 2019 – more than 45 million rubles. for the construction of the treatment and diagnostic building of the Stavropol Regional Clinical Oncological Dispensary, said in the UK.
Zolotarev was detained on March 12 at the airport while trying to escape from the investigation.
In relation to Kogarlytsky, several criminal cases are also being investigated, including on accepting a bribe on an especially large scale and abuse of office (Article 285 of the Criminal Code). He was arrested by the court in November 2019. At the same time, the governor of the Stavropol Territory, Vladimir Vladimirov, fired him due to the loss of confidence.
In early February, the seventh criminal case was opened against Kogarlytsky. According to the IC, in 2019 he received 1 million rubles. from a mediator for resolving an issue in the city planning committee of the Stavropol administration on legalizing a multi-storey office building with a car wash.
